Most parts are, but not all. In this case you can make a template override like you asked in your previous post. Thus you have control over the layout, also of the form shown above.

Please understand, we add as little CSS as possibile and stick to the core. There are too many different ways (frameworks) of making layout. If we choose one, someone else will complain it doesn't work .... so we provide the options for you to change as you wish.
